A stalemate or a decision being avoided. You are holding two options in balance and refusing to look at either too closely.
The Two of Swords is stalemate: a difficult decision avoided, eyes blindfolded, emotions held still. It describes indecision and a truce that cannot last. The crossed swords keep the heart protected, but nothing moves until one of them is lowered.
Information finally coming through, or indecision tipping into overwhelm.
Reversed, the deadlock breaks or overwhelms: information overload, a decision forced, or lies coming to light. Sometimes the hidden fact that settles the matter is already within reach.
