This is the part every page on this subject leaves out, and it is the answer to the question people are actually asking. Checking a phone or a clock thirty times a day is unremarkable, and at that rate you will catch a mirror hour on 39.6% of days — better than one day in three. Over a week, seeing several is the expected outcome, not a deviation from it.
So the honest framing is not that mirror hours are rare and finding one is a signal. They are common, and what varies is whether you were looking. Once a sequence has your attention you also start checking more often and remembering the hits, which is the frequency illusion doing the rest of the work.

And 16 reversed hours
A reversed hour reads the hour backwards in the minutes: 12:21, 23:32. There are fewer than mirror hours — 16 rather than 24 — because hours like 06 would need minute 60, which does not exist. Three times are both at once.
Together they occupy 37 distinct minutes of the day — 2.57%. Everything else on a clock is an ordinary time.
Half of them do not exist on a 12-hour clock
Only 12 of the 24 survive a 12-hour display: 01:01, 02:02, 03:03, 04:04, 05:05, 06:06 and up to 12:12. From 13:13 onward the clock shows 1:13, and the mirroring disappears.
That has a consequence nobody mentions. Whether a mirror hour is available to you at all depends on your clock settings, so the phenomenon is partly a property of the display rather than of the time. A reader in a 12-hour country has access to exactly half of it, and their odds drop accordingly — from 28.5% to about 15.4% at twenty glances.

Where the idea comes from, and the one part of it that checks out
Mirror hours are a French idea — heures miroir — and they arrive with a specific claim: that each moment of the day belongs to one of 72 guardian angels drawn from a kabbalistic list, so a mirror hour tells you which one is addressing you.
Most of that cannot be checked. One part can, and it is the reason the system holds together: 72 angels across a day works out to 1,440 ÷ 72 = 20 minutes each, exactly, with no remainder. The scheme was built to divide the day cleanly, and it does.
So 11:11 falls in interval 34 of 72, covering 11:00–11:19. We give the interval and not a name, because which angel occupies which slot varies between sources and there is no way to establish it — presenting one list as authoritative would be inventing precision.

Is seeing 11:11 rare?
No. 11:11 is one minute out of 1,440, so any single glance has a 0.0694% chance of landing on it — but you do not glance once. Across 24 mirror hours and twenty checks a day the chance of catching one of them is 28.5%, and 11:11 is the one people watch for, which makes it the one they find.
Why is 11:11 the famous one?
Three things stack on it. It is a mirror hour, it is also a reversed hour (11 backwards is still 11), and as a number 1111 is a repdigit — the shape that absorbs most attention in this subject. It is also inside the 12-hour range, so it works on every clock, unlike 13:13 and later.
Do mirror hours mean something different from angel numbers?
The numerology is identical, because the digits are identical — 14:14 is the sequence 1414. What a clock adds is a schedule: a mirror hour arrives at a fixed moment, once a day, every day, whether or not anyone is watching. That is the part worth knowing, and it argues against reading arrival as intent.
What about triple hours like 11:11:11?
Adding seconds narrows it to one second out of 86,400 in a day. Genuinely rare — but only reachable if your clock shows seconds at all, which most do not, so for most people the category does not exist.
