This is the context that makes a retrograde birth placement readable. Between 1900 and 2050 Mercury is retrograde 19.2% of the time, so roughly one person in five was born under it. Saturn is 36.7%, Jupiter 30.2%, and Uranus, Neptune and Pluto 41%, 43.2% and 43.8%. Venus and Mars are the genuinely uncommon ones, at 7.3% and 9.5%.
So “born during Mercury retrograde” is not a rare marking; it is a common one. If a reading treats it as a distinguishing feature, the reading is treating 19.2% of the population as distinguished.
Three at once is the most common count, on 28.7% of dates; none at all on 0%, and six or more on 5.1%.
A planet stations at a single moment, and the two states either side of it last weeks. So the date alone decides, with one exception:

Mars retrograde at birth is traditionally read as energy that works inwardly first — a person who hesitates before acting, then acts with unusual persistence, or who struggles to express anger directly.
Jupiter retrograde at birth is traditionally read as growth that comes from inner conviction rather than outside approval — a personal philosophy built independently.
Saturn retrograde at birth is traditionally read as an internalized sense of duty — a strict inner critic, and authority developed from within rather than handed down.
These are modern interpretive conventions. Retrograde motion itself is an optical effect of Earth overtaking or being overtaken, and a natal retrograde is read through the planet’s sign, house and aspects like any other placement.
