Justice is fairness, truth and consequences: decisions weighed carefully, contracts, legal matters and the results of past actions arriving. The card asks for honesty and accountability, and promises a fair outcome to those who have acted fairly.
Unfairness, avoided accountability, or a judgment made on incomplete information.
Reversed, the scales tip: unfairness, dishonesty, avoiding responsibility or a legal matter going badly. It can also mean being too hard on yourself.

Justice is card XI, fourth of the seven in the row that runs from Strength (VIII) to Temperance (XIV). Waite swapped the numbers of Strength and Justice: in the older Marseille pattern Strength is XI and Justice VIII.
