The Hermetic Order of the Golden Dawn fixed it in their Book T in 1888, assigning every major arcana to a planet, element or sign, and every numbered minor to a ten-degree decan of the zodiac. Waite and Colman Smith built their 1909 deck on that framework, which is why the correspondences still hold today.

Reading it in a spread

A card means different things by position. In a past-present-future layout, The Devil in the past describes something already worked through; in the future it describes a direction rather than a fixed outcome.
