It is the third most frequent arcana in the whole method, so as a description of character it is common — the calculation produces it more often than all but two others.
Sees the structure of a situation — who owes what, which part is fair, where the argument actually sits. Almost impossible to bribe with flattery, and reliable in exactly the moments when reliability costs something. Others bring disputes here because the ruling will be the same whoever is asking.
Fairness turns into scorekeeping: the ledger stays open for years and every interaction gets posted to it. Or judgement outruns information — a position taken early, defended on principle, and never revisited. Both feel like integrity from inside.
Needs the terms clear and the ledger closed. Ambiguity about who is responsible for what is the single most destabilising condition for this arcana, more than conflict itself.
The work is judging with the case still open — holding a position while genuinely able to revise it. Where it lands: law, audit, mediation, editing, standards, any role where the value is that the ruling does not bend.
The line hands down a sense of debt: something owed, taken, or never settled. The task is to close it rather than continue collecting on it.
Ordered, quiet places — gardens, galleries, cities with good proportion. This arcana does not rest in chaos and does not need novelty, only symmetry.
Wants equity and states terms plainly, which makes for durable partnerships and unromantic beginnings. Trouble arrives when fairness is measured rather than felt.
Earns through fair exchange and long contracts rather than upside. Very rarely loses money foolishly; the risk is under-charging out of a sense of proportion.

Numbered 8 here and 11 in most modern decks — the Golden Dawn swapped Justice and Strength to fit the zodiac, and the matrix kept the older Marseille order.
