Wheel of Fortune

The Wheel is the card of timing you do not control. Jupiter rules it, so the movement it describes tends to be expansive, and its position on the rim is the actual teaching: what goes up is on the same wheel as what comes down. It is one of only two arcana available in all nine positions of a matrix, without a single closed slot.

Strengths

Reads cycles — knows that the current phase is a phase, which makes it steady in booms and unusually calm in slumps. Good sense of timing, often mistaken for luck, because it moves when conditions favour movement rather than when it feels ready.

Difficulties

Waits for the wheel instead of turning it. Everything becomes timing, agency drains away, and inaction gets called patience. Second mode: mistaking a good run for a permanent state and building fixed costs on a moving platform.
