Where the custom comes from
Timing haircuts by the Moon comes from European farm almanacs, where the same logic governed shearing sheep and cutting timber: what is cut while the Moon grows, grows back; what is cut while it shrinks, stays short. The water signs were added because moisture was thought to feed growth. The custom survives most strongly in Germany and Austria, where printed Mondkalender still list hair days.
How people follow it
People who follow it usually book a trim for the first half of the lunar month if they are growing hair out, and the second half if they want a style to hold. A cut on a waning Moon in Aries, Gemini or Virgo is treated as the choice for keeping a short cut short.
Short answers
What is the best moon phase to cut hair?
Cut during a waxing Moon in Cancer, Scorpio or Pisces to encourage growth; during a waning Moon in Aries, Gemini or Virgo to slow it.
When is the next good day to cut hair by the moon?
Monday, November 9 — a new moon in Scorpio. After that: Wed, Nov 18, Thu, Nov 19, Tue, Dec 15, Wed, Dec 16, Thu, Dec 17.
Does this actually work?
Hair grows at about half an inch (1.25 cm) a month from the follicle, and cutting the ends does not change that rate at all — so no timing can make hair grow faster. What people notice is how a cut grows out, which depends on the cut rather than the sky.
