Where the custom comes from
Choosing a wedding date by the Moon appears in European folk custom, in electional astrology — the tradition of picking a start time for an undertaking — and in the Hindu and Chinese calendars, which select dates by lunar reckoning. Taurus and Libra are ruled by Venus, Cancer by the Moon, and Pisces is the sign of Venus's exaltation, which is why those four are favored.
How people follow it
Couples who follow it look for a date in the two weeks after new Moon, preferably a few days before full, and check the Moon's sign for the ceremony day. A waning Moon is avoided on the reasoning that a marriage begun on a shrinking Moon shrinks with it.
