Where the idea of water signs comes from
Water was the element of change of state in Greek physics — the one that visibly becomes something else and comes back. Astrology attached that to the emotional signs, and put all three of them opposite the earth and fire signs of the practical half of the wheel, which is why water and the other elements are so often described as talking past each other.
In the temperaments that came with it, Water is the phlegmatic element: cold and moist — the temperament classical medicine associated with calm surfaces, slow reactions and long attachment. Its triplicity rulers are Venus by day, Mars by night and the Moon alongside them.
