Most tarot sites reshuffle every time the page loads. That sounds harmless until you notice what it means: if the answer changes on refresh, no answer was ever given. Here the shuffle is seeded from your link, so the reading is fixed the moment it is made — close the tab, come back, send it to someone, same cards.

The cards are also laid out where they actually go. A Celtic Cross is a cross with a staff beside it and the second card lying across the first; as a vertical list, its positions stop meaning anything.

None of this makes it prediction. It is arithmetic applied to a deck. What the layout is genuinely good for is making you state the question — the positions force you to separate what has happened from what you are doing about it.
